On-line services under development

ICS 2 (import control system) Release 2

This system will be deployed on 30 June 2023 for air cargo. It will be mandatory to submit entry summary declarations in this new system from 2 October 2023.

PNTS (presentation notification and temporary storage) for air cargo

From 30 October 2023, presentation notifications and declarations for temporary storage of goods transported by air will have to be made via the new PNTS system. This system will first be subject to a two-month pilot phase with a limited number of operators and customs offices.

This system will be completed at a later stage to enable operators to submit their re-export notification.

Delta T (NCTS - new computerised transit system - Phase 5)

The online service for transit declarations (Delta-T) will be aligned with the UCC "phase 5" requirements from 30 September 2023. Operators will have until 1 November 2024 to comply with these new standards.

Delta IE - Import (NIS - national import system)

To take into account the changes introduced by the UCC on imports (NIS Update), a new online customs clearance service DELTA Import-Export (DELTA I/E) will be opened in the second semester of 2023. Operators will be able to submit their import declarations. Use of DELTA I/E will then become mandatory.

Delta IE - Export (AES - automated export system)

DELTA I/E will extend to export and exit monitoring processes from the second semester of 2024, with a transitional phase for operators until 1 December 2024.

Other projects

The French Customs modernisation programme also includes:

  • A project to simplify the issuing of authorisations, the EORI number as well as rules for accessing Customs' online services.
  • For the management of computerised exchanges in the case of operators using EDI-connected systems, the gradual replacement of Mareva (messaging system for the exchange of EDI messages) by the GUN (enterprise service bus), as new online services are introduced.

On-line services in analysis phase

ICS 2 (import control system) release 3

ICS2 will cover all other modes of transport in the second quarter of 2024.

PNTS (presentation notification and temporary storage) for all other modes of transport

The PNTS system will be generalised to all modes of transport in the second quarter of 2024.

Delta T (NCTS - new computerised transit system - phase 6)

Phase 6 of the NCTS is planned for the second quarter of 2025.

Delta IE (CCI - centralised clearance for import)

Centralised import clearance will be introduced in two phases. Phase 1, which includes standard and simplified customs declarations, will be offered to operators in DELTA I/E from the fourth quarter of 2024. Phase 2, which covers, inter alia, the entry in the declarant's records and excise goods, will be introduced in the second quarter of 2025.

Delta IE (CCE - centralised clearance for export)

Centralised export clearance will be implemented in the fourth quarter of 2024.

GUM (guarantee management)

Components 1 (management of comprehensive guarantees) and 2 (national guarantee management) will be implemented on 1st of January 2025.

PoUS (proof of Union status)

Proof of Union status will be introduced in two steps. T2L/F will be digitised first, with a start expected by the first quarter of 2024. Phase 2, which includes customs manifests, will be launched in the second quarter of 2025.
