A leading role in the reform of the Customs Union

France has been one of the driving forces behind this reform, since its presidency of the Council of the European Union in 2022. It considers that this reform is necessary to preserve the security of the internal market, to simplify economic operators, to be able to regulate e-commerce and to preserve European industrial sovereignty.

France contributes to the European Customs Alliance for Borders (ADEF), the first structured initiative for customs cooperation between Member States, aimed at combating illicit trafficking by vector, and some of whose tasks will be transferred to the EUCA.

France has also actively contributed to the success of the Customs Threat Assessment (CTA), a strategic document identifying the main Customs threats, thus affirming its legitimacy to coordinate risk management within the future Authority.

Finally, France aims to strengthen the balance between the internal market and the customs union, harmonize controls, better understand flows and build trust between Member States.
