GUN - Deployment of the link between DELTA and the European F-GAS portal

Imports and exports of fluorinated greenhouse gases and products and equipment containing them are subject to restrictions and controls during customs clearance. The automation of these controls is made possible through the EU-CSW-CERTEX Single Window for Customs. It shall be effective from 10 December 2025.

The automation of F-GAS controls is carried out at the time of lodging customs declarations which contain a document code listed in the following list: 

  • Y123 - importer/exporter registration in F-GAS
  • Y986, Y152, Y154, Y162 or Y168 - derogation from a ban on the import/export of certain goods
  • Y125, Y951, Y972, Y120, C057, C079 or C082 - followed by an import quota or derogations

Declarants should pay particular attention to the following points when completing their customs declaration: 

  • Mention the above codes in the accompanying documents of the item segment (IS) of the declaration rather than in the common segment (GS)
  • Ensure the conformity of the EORI declared to customs which must be identical to the EORI under which the importer/exporter registered in the F-GAS portal
  • Correctly indicate as reference of code Y123 the registration number assigned by the FGAS portal to the importer/exporter
  • Add code Y121 among the accompanying documents of the article to declare the quantity of tons CO₂ equivalent of the goods. This quantity must be entered under the heading "reference" of document code Y121, in a numerical format (without indication of unit or additional character)
