ICS2 and ELO at the Smart Border - Brexit: Update of the Operator Notice of 11 April 2025

Economic operators are advised of the new version of the ICS2 and Smart Border (ELO and SI Brexit) notice, which details the procedures for submitting the Entry Summary Declaration (ENS) in ICS2 for goods crossing the Brexit Smart Border with the United Kingdom.

Extension of the ICS2 Transition Period for Road and Rail Flows
France has requested an extension of the transition period for the migration of road and rail flows into ICS2 until 31 December 2025. This extension also applies to unaccompanied trailers (RNA). As a result of this extended transition period for ICS2, the mandatory implementation of ELO (the Obligatory Logistics Envelope) online service has been postponed. The new implementation date, expected in early 2026, will be announced at a later time.
Availability and Recommended Use of ELO
ELO has been available since 28 April 2025 for both imports and exports. Operators are strongly encouraged to create ELOs—particularly for exports and for empty trucks on both import and export—and to consult the resources already published on the ELO webpage for this purpose.
Temporary Workaround for ENS Declarations in ICS2
The updated notice also provides a temporary workaround for submitting ENS declarations in ICS2 for ferry transport flows, in cases where operators do not know the IMO number of the vessel in advance. As a transitional measure, operators should enter a generic IMO number, corresponding to one of the vessels operating on the relevant route, to allow for the submission of the ENS and the initiation of risk analysis. The European Commission has been informed of this solution, and the ferry companies have given their agreement and cooperation for its implementation.
