ELO : the fundamentals

The scope of application of ELO is strictly limited to the Smart Border process with the United Kingdom. It concerns roll-on/roll-off (RO/RO) traffic, accompanied and unaccompanied, whether empty or full transport units. ELO will be required for both directions of border crossing : import and export. It allows all information on the load and the references of the customs formalities requiredn according to the flown to be grouped under a single reference materialized by a barcode. ELO will become mandatory on September 1, 2025.

Please note that each transport unit should have only one ELO.

Any actor within your logistics chain, that have the capacity to centralise all the necessary information (customs declarations and information on the goods) for the border crossing may create an ELO. You may change the person responsible to create ELO for each crossing.

ELO is available with a nominative account on douane.gouv.fr, alongside the other webservices.

Multiple people may log into this account but only the account owner is responsible for the ELOs created and submitted for crossing.

ELO is a free teleservice, available via your nominative account douane.gouv.fr, without any prior procedure necessary. The integration of an EORI / SIRET number is not mandatory to access the service, but recommended.

Declarative references are issued when filing an ENS/ import/ transit/ export declaration in the dedicated customs applications.

The table below lists the expected references for the pairing data entered in an ELO.

The data communicated in ELO replaces the driver’s verbal declaration during pairing.

Please note that the license plate is not filled when creating an ELO. This information will be collected at the time of crossing the border.

Furthermore, ELO does not accept the integration of the following references: GMR, ATA carnet, ESS, CMR, GB ENS, GB export MRNs and CHED.

Only the options "TIR/ATA Carnet" and "SPS goods" are allowed to cover only partially the loading.

For example, if you transport goods under ATA carnet and other goods covered by an import declaration, you are authorized to check the "TIR/ATA" option but must also enter in your ELO the reference of your import declaration and your ENS.

Yes, some scenarios are not currently included in current version of ELO, namely:

• For both import and export meanings:

- If you are transporting goods under form 302 (NATO) or emergency humanitarian aid to Ukraine, please kindly check the TIR/ATA option without a transport contract;

- If your goods are eligible for temporary admission simply by crossing the border or by verbal declaration (luggage from private individuals, vehicles being repaired, etc.), please carry out an empty ELO.

• For the export direction only:

- If you are transporting postal freight covered by a CN label: this reason does not currently exist in ELO, please make an empty ELO;

- If you only transport empty packaging and pallets: this pattern does not currently exist in ELO, please carry out an empty ELO.

Tracking an ELO and switching trucks

The creator of an ELO will be able to follow his transport unit during the various stages of border crossing: pairing, boarding and disembarking in the UK to EU direction. The disembarking stage is not visible from the EU direction towards the United Kingdom.

ELO teleservice does not allow to consult the truck’s orientation, namely the green or orange lane on arrival in the customs territory of the Union.

The current referral process will not be changed. Information regarding the lane to be followed at disembarkation (green or orange) will be communicated to the drivers by the ferries/ railway company when crossing, on dedicated screens.

In case of error, the transport unit should be directed towards the orange lane for inspection.

If false, inaccurate, outdated or incomplete information has been provided, the Directorate-General of Customs and Indirect Taxes (DGDDI) reserves the right to suspend or terminate the customs account used, without prejudice to any action in criminal and civil liability that may be brought.

Additional Information

An ELO not paired to a truck will be automatically deleted after 31 days. You therefore need to ensure that the declarations in ELO are in the correct status before the crossing.

You can also generate a spreadsheet from the ELO application, listing all the envelopes created and their status (draft, closed, paired, etc.).

Yes, an ELO can be modified before the scan of its barcode during border crossing (pairing stage). This stage is carried out at the arrival of the transport unit on the crossing infrastructure. However, after being scanned, ELO and the declarations integrated within it can no longer be subject to changes.

Operators must first file their declarations in Delta G/IE, Delta T and ECS/SDS and their ENS in ICS2. Only ENS ICS2 can be integrated into ELO and will be required from September 1, 2025, for trucks loaded in the UK-EU direction.

The declaration references must then be integrated into an ELO before the means of transport’s crossing, and the operator must close ELO to verify the existence and status of the declarations. Once closed, ELO generates a PDF with a barcode, which must be presented by the driver at pairing stage.

ELO does not modify the operation of SI Brexit, but simply adds an additional interface for economic operators, allowing them to ensure the conformity of their declarations.
